Feasibility Analysis Vancouver Biennale
Feasibility study to identify redevelopment scenarios for a new building at 290 & 262 West 3rd Avenue, Vancouver. The aim of this project was to test the viability of realizing the Biennale’s vision of the Arts, Culture, and Technology (ACT) Commons, and to help the Board and property owner to make informed decisions for pursuing rezoning. Scope of work included conducting preliminary site analysis, policy review, financial modelling, and site due diligence work.
• Policy context analysis identifying opportunities to maximize density and public amenities in alignment with City of Vancouver policies
• Two conceptual design options that include financially sustainable redevelopment scenarios
• Decision making framework for the organization and owner to identify project needs and explore partnerships
• Key recommendations and implementation plan to pursue rezoning
